بایسته های آینده‌نگاری در حکمرانی برای کاربردپذیری فناوری‌های نوظهور؛ با تأکید بر دستیابی به کشاورزی پایدار در ایران

چکیده

هدف: آینده‌نگاری با شکل بخشیدن به دنیای مطلوب فردای یک جامعه سروکار دارد. هدف اصلی پژوهش، شناسایی بایسته‌های آینده‌نگاری در حکمرانی برای کاربردپذیری فناوری‌های نوظهور با تأکید بر دستیابی به کشاورزی پایدار در ایران است.
روش: این پژوهـش جـزو پژوهش‌های کمی است که به روش پیمایشی اجرا شده‌است جامعة آماری آن 641 نفر از کنشگران فناوری‌های نوین کشاورزی بودند که 314 نفر از آن‌ها به روش نمونه‌گیـری تصادفـی طبقه‌ای با انتسـاب متناسـب مطالعه شدند. ابزار جمع‌آوری داده‌هـا، پرسش‌نامه‌ای بود که روایـی شـکلی آن بـا اسـتفاده از نظرات متخصصـان و پایایی آن‌ از طریق محاسبه ضریب کرونباخ آلفا (931/0) تأیید شـد.
یافته‌ها: فناوری‌ها، نقش مهمی در استفاده بهینه از منابع پایه تولید دارند و تغییر بینش بهره‌‌برداران کشاورزی توسعه کشاورزی صادرات محور، ارتقای کیفیت محصولات کشاورزی و افزایش عملکرد کمی کشاورزی از مهمترین بایسته‌های آینده‌نگاری در حکمرانی برای کاربردپذیری فناوری‌های نوظهور برای دستیابی به کشاورزی پایدار هستند. نتایج تحلیل عاملی اکتشافی نشان داد؛ پنج عامل "استفاده پایدار و بهینه از منابع طبیعی، افزایش کارآیی و بهره‌وری در تولید کشاورزی، فناورانه نمودن تولید در زیربخش‌های کشاورزی، توسعه فرهنگ فناوری و نوآوری و مدیریت راهبردی توسعه فناوری" درمجموع 57/75 درصد واریانس مورد نظر را تبیین می‌کنند.
نتیجه‌گیری: آینده‌نگاری در حکمرانی برای توسعه کاربردپذیری فناوری‌های نوظهور در کشاورزی ایران مؤثر است: بنابراین برای توسعه واحدهای کشاورزی فناورانه در زیربخش‌های کشاورزی و دستیابی به کشاورزی پایدار، ضروت دارد با عزمی ملی و بر اساس یک برنامه عملیاتی جامع و آینده‌نگر، حمایت‌ها و مشوق‌های مناسب مدنظر دولتمردان باشد.

چکیده [English]

Purpose: Foresight deals with giving shape to the desirable world of tomorrow for a society, the main purpose of the research is to identify the requirements of foresight in governance for the applicability of emerging technologies with an emphasis on achieving sustainable agriculture in Iran
method: research was conducted as part of quantitative research and survey method. Its statistical population was 641 agricultural technology experts, 314 of whom were studied by stratified random sampling method with appropriate attribution.The data collection tool was a questionnaire whose form validity was confirmed using experts' opinions and its reliability was confirmed by calculating the Cronbach's alpha coefficient (0.931)
Findings The use of technologies plays an important role in the optimal use of basic production resources, and changing the perspective of agricultural users is the first priority of the foresight requirements in governance for the applicability of emerging technologies to achieve sustainable agriculture. The results of exploratory factor analysis showed; 5 factors of realizing sustainable agriculture, increasing efficiency and productivity in agricultural production, technologicalizing production in agricultural sub-sectors, developing the culture of technology and innovation in society, and developing the infrastructure required for emerging technologies, totaling 75.57% of the desired variance.
Conclusion: Foresight in governance is effective for the applicability of emerging technologies in: in order to develop technological agricultural units in agricultural sub-sectors and achieve sustainable agriculture, it is necessary with national determination and will based on a plan. A comprehensive and forward-looking operation, appropriate supports and incentives should be considered by the statesmen.
